Private Police in Public Space

Recently, a contractor with the U.S. Military in Afghanistan was convicted for the killing of an Afghani national. This type of event highlights some of the complicated nature of blending private police with the regular forces detailed to this region. When security "trainers" exceed their mandate the results can be disastrous and apparently deadly.

The complex blending of the public and private when it comes to the provision of "policing" and/or "security" services in other countries is something that has attracted a fair amount of academic interest but little public dialogue. Do we really believe that it's possible to "export" democratic policing principles and practices to countries without deep, or even shallow, democratic traditions?
