The presence of American operatives, as well as, those from other democratic countries in areas like Afghanistan has not been without significant challenges. We purport to be exporting our "best practices" in policing, community mobilization and other essential services to parts of the world which do not have deep or abiding democratic traditions. However, like some kind of Trojan Horse, there are illegal, illicit and illegitimate practices creeping into these countries from some of these very same operatives.
