Recently, the British Columbia Civil Liberties Association (BCCLA) published a report by David Eby entitled: Small town justice: a report on the RCMP in rural and northern British Columbia:

This publication is of recent vintage (2011) and provides some considerable discussion of the challenges which have plagued this police organization over the last several years. It is certainly a document that requires careful attention and deserves wide circulation in that it provides a detailed insight into many of the management and operational difficulties the RCMP has faced in BC.
Certainly, new RCMP Commissioner Robert Paulson knows about this report and it would be highly salutary if he felt compelled to read it in full as he prepares his organization for the fundamental changes that he appears willing to undertake to renew and restore the RCMP's position as a modern police service.
