RCMP Commissioner Paulson on Harassment
He is both "on" and simultaneously "off" the record in this feature, yet he should be applauded for stating things so baldly. It's very hard in the rough and tumble of real operational policing to avoid situations, circumstances and incidents where the perception, if not the reality, of harassment will enter into the equation. Policing at the front-line level, where Paulson has certainly been in the course of his career, involves some considerable amount of stress. The fact that there are both male and female individuals involved in extreme events where emotion, excitement, danger, and distress are all rolled together in unpredictable ways lends itself to both the appearance and the misperception of harassment.
We will likely not see Commissioner Paulson in such a candid mode in the future, but he's telling us quite clearly that he has been both a giver and a receiver of harassing behaviour and it's something that he is not going to tolerate in its extreme forms within the RCMP. This clip should be preserved to use as a quick litmus test of his veracity in about a year's time.
